The “feet of those who bring good news” alludes to the practice in those days of a herald bringing good news of a battle having been won. A herald could bring good or bad news (eg a battle being lost), but here we are looking at a herald of good news. The people to whom the good news was brought were in dire straits. The good news was news of salvation, and the essence of it was that “Your God reigns”. The people had stopped believing this (or maybe had never believed it at all). We need to appreciate that people today are in dire straits, and it is the good news of Jesus Christ, that He is Lord, that can bring salvation to people.

Watchmen stood on the walls of a city looking out for approaching enemies, or heralds of good news. Isaiah is telling them that they will see good news coming. And remember this was written many years before the Babylonian captivity occurred. It was a message to the captives to not give up hope.
