The city is left an absolute ruin and it has no defences left.Isaiah had prophesied this about various nations and cities and the reality of this came about. Now we are told that as it was with the cities so it will be with the whole earth. The cities were both a warning and a demonstration that God was absolutely serious in what He said. People sometimes think “how can a God of love send people to hell?” Well history demonstrates that God is perfectly willing to send people to hell. So thinking “God would never do that” is a very foolish thing to do.
24:14-16
Then there is a sudden change in tone. From talking about the destruction of the earth, we now read of people raising their voices in joy (contrast with 24:8). This is happening all over the earth, in the West and in the East they are praising the Lord, saying “Glory to the Righteous One”. So far from there being appalled at the destruction, they are praising the righteousness of God. Isaiah cannot comprehend this, for all he sees is treachery.
