19:5-7
The Nile was absolutely vital the economy of Egypt, its annual flooding and irrigation system being essential to successful agriculture. So the Nile drying up spelled real trouble for the land. But God tells them that a severe drought is coming upon the land. One might have thought that plants near the mouth of the Nile would be safe, but even they would suffer.
19:8-10
The drought would initially affect crops, but then it would affect marine life, and so those who relied directly upon the marine life and the crops for their livelihoods would suffer. As so often happened, the prophets give their message in a language that the people would understand, painting a very vivid picture.
