16:35-37
Having been released by God, the magistrates gave the order to release Paul and SIlas. They were just catching up with what God had done! The jailer tells Paul and Silas that they were free to go in peace. If that hadn’t happened Paul and Silas would still have been fugitives. However, Paul does not things lying down. He, and it seems Silas, were Roman citizens, and so should not have been beaten and thrown into prison in the first place. They had something to answer for.
16:38-40
This complaint was reported to the magistrates, who were alarmed at hearing that Paul and SIlas were Roman citizens. As magistrates in the empire they had a duty to treat Roman citizens properly. So they came to be nice to them and try to placate them. They also asked them to leave the city. Before leaving, Paul and Silas met with the believers to encourage them. Then they left.
