1:6
Paul then urges Timothy to "fan into flame the gift of God". Notice the two things that Paul is doing. He has encouraged Timothy, affirming that faith is indeed well established within him. Secondly, he urges Timothy to take action. Nowhere in the Bible does the sovereignty of God, nor our complete dependence upon the Holy Spirit mean that we do not have a part to play. We also see the role of the church, for Paul tells us that Timothy received the gift through the laying on of hands. The balanced Christian life depends upon God, ourselves and the church.
1:7
This is a very well known verse. Paul reminds us of the nature of the Spirit that God has given us. The ESV had a small s here, and "spirit" could essentially mean character here. But it really does not matter that much, for it is the Holy Spirit who creates good character within us. We need to be reminded what that Godly character or nature will be like. First, it is not motivated by fear. If fear is what is driving us to do or not do something, then that is a very strong sign that it is not God who is leading us. Fear is antithetical to power, love and self control. For God leads us to be effective. Spirit led people are effective people. And we do this in love, exercising self-control. See how the world's teaching leads people to losing control, especially in sexual matters, but in other areas as well
