19:14,15
David’s appeals had the desired effect, and so the people of Judah sent word to the king, urging him to return to Jerusalem. And so David did indeed return. As a symbol of their support for David, the men of Judah had gone to the Jordan to welcome him home.
19:16-20
Shimei, he of the stone throwing tendency, returns to David. He had a thousand Benjaminites with him. These men may have been to provide protection for him in case of a bad reception. Shimei is full of remorses, confessing his sins against David. He pleads with David to show him mercy and forgive his sins. Shimei probably thought it best to approach David directly and quickly, rather than waiting for David to summon him. This way his repentance would be more plausible.
