10:1,2
The first tablets had been destroyed by Moses in a fit of rage, now he is instructed to cut two more tablets, and God will write on them the exact same words. The tablets were also to be placed in a wooden ark, made of acacia wood. So what is going on here? The word of the Lord remains the same. Man's rebelliousness, and even man's temper (Moses in this case) cannot change that. The Ark is also providing protection for the tablets.
10:3
So Moses made an ak of acacia wood and cut out the two tablets. The chronological order is different here from the Exodus account, where the ark is made later. However, this should not trouble us. Moses is not seeking to give a chronological account, but a logical one. I.e. It is that fact that the ark was made, and it's purpose that are the point.
