2:6-9
This is basically a repeat of material in Joshua (24:31). Each tribe in Israel had responsibility to take possession of their own inheritance. For a time the people served the Lord, that was along as they had elders who had experienced the things that the Lord had done for Israel. Now we know that Israel did not serve the Lord perfectly in that time, but even so the nation did prosper, but the seeds of their destruction were there.
2:10-13
Part of what we have in this chapter is an explanation of why Israel did not manage to gain possession of the whole land. At the beginning of the chapter we had the sin explanation. Now it is noted that the new generation did not know the Lord nor what He had done for Israel. This points to a failure on the part of the previous generation to pass on the knowledge of the Lord. This new generation then abandoned the Lord and worshipped the Baals, i.e. they turned to false gods. Instead of worshipping the Lord who had brought them out of Egypt, they worshipped the various gods of the peoples around them. This was one of the reasons why God had commanded them to completely destroy the people. So they served the Baals and Ashtoreths.
