In judgement upon them the Lord gave them into the hands of raiders who plundered them, and various other enemies around them. While they were actually serving the Lord, the Lord gave these people into their hands, but now they were unable to resist them. Now when they went out to fight the Lord was not with them, so the people were in great distress. There is a key emphasis that success depended entirely upon whether or not the Lord was with them. That the Lord being with them or not depended upon their observing the Law.
2:16-19
We now get a summary of how a large chunk of Judges will pan out. The nation will be in a mess because of its apostasy, the Lord will raise up a judge (or leader) who will rescue them from their oppressors. However, there would be no change of heart on the part of Israel. Instead they would continue to “prostitute” themselves before other gods. As soon as the judge was gone they would revert to idol worship. When they were oppressed they groaned and the Lord took pity on them. So the Lord was compassionate, but the people were stubborn, hard hearted.
