28:1
The previous chapter dealt with various actions that would lead to a curse. This chapter outlines the nature of the judgement for disobedience, though it starts with the blessings for obedience. It should be noted that the list of curses is far longer than the list of blessings.
The general blessing is that “the Lord your God will set you high above all nations on earth” if they fully obeyed the Lord. Right back in Genesis 1 God commanded man to fill the earth and subdue it, to have dominion. We are meant to rule. Now some may find this hard to take, but that is because we think of ruling and having dominion in terms of sinful man, where this becomes self-serving and tyrannical. But Christ is our example.
28:2
The blessings are now fleshed out in more detail, with the proviso that they are dependent upon obeying the Lord. It says they “will come upon you and accompany you”. When we walk in trust and obedience things just work. When we live in rebellion nothing works. We see the reality of the latter in our Western Societies. We have abandoned God and as a society actively hate Him. And we see that nothing works in society.
