28:12-14
There are more general blessings here, for a people who fully obey the Lord. Rain will come in its season, they would be the head and not the tail. All this was dependent upon them obeying the Lord, and not turning to worship idols. The people failed God, but God has not failed. In Christ we have a glorious future, but we also need to remember that we are also called to share in Christ’s sufferings. Overcoming evil involves suffering.

The curses come in various batches. They are mostly a negation of the blessings listed in the previous verses, though with significant expansion. There are 14 verses of blessings, 54 verses of curses! These curses would come upon them if they did not fully obey the Lord. They did not fully obey Him, and these curses did come upon them.
