6:1-7
If we deceive someone else then we are actually deceiving the Lord. In fact, if we do any harm to someone else we are doing harm to the Lord. For all of us were created by Him, we belong to Him. This is a fundamental difference between the atheist worldview and the Biblical worldview. The world sees us as autonomous, being ultimately answerable only to ourselves, belonging to ourselves. The Biblical worldview is that we belong to God and are ultimately answerable to Him.
So when someone deceives someone else, or otherwise causes them loss they were to both compensate the person, paying more than the value of the loss, and to make a sacrifice to the Lord.
6:8-13
We then get regulations for the priests. There is a stress on the need to keep the fire on the altar burning continuously. This could be seen as representing a continuous need for atonement, or that everything is always ready to make atonement whenever it is needed.
