Leviticus 25:29-34 - That is their possession forever

25:29-31

We now get rules for houses in walled cities. A clear distinction is drawn between houses in cities, and those in unwalled villages. For a house within a city the seller could only redeem it within the first year, and it was not to be returned at the Jubilee. After the first year the buyer owned it permanently. More importance seems to be attached to the land, hence the different rules for houses in villages.

25:32-34

The Levites were a special case. They were given Levitical towns, and Levites always had the right to redeem the houses, an, if they had not been redeemed, they were returned to them at the Jubilee. The Levites were treated differently when entering the Promised Land, so their towns had a different status and role than the walled cities.
