This seems a rather odd juxtaposition. The writer starts by saying that “we who have believed enter that rest”, then repeats God’s judgement on those who don’t believe that they shall never enter His rest. The writer is just wanting them to take things seriously.
4:3b-5
“And yet His works have been finished since the creation of the world”. Here the writer clearly links entering God’s rest with creation. Humanity was excluded from the Garden of Eden because of the sin of Adam. It was always God’s intention that we should enter His rest. Our sin does not change that purpose. Sin clearly has an effect, as the history of Israel clearly shows, and as our own lives clearly show! But God’s purpose remains the same. So we must ensure that we do not fail to enter His rest.
