19:1-3
The wilderness of Sinai is not a sandy desert, but a grazing land that has not been settled by man. It is now about three months since they left Egypt. They are now near Mount Sinai and Moses is going to meet with God. In fact quite a lot of the rest of Exodus, Leviticus and the first part of Numbers is concerned with God’s revelation to Israel. Moses was to pass on the instructions he would receive to the people of Israel.
19:4
First, the people are reminded of two things. One was what God had done to the Egyptians and how He rescued them, bringing them out to Himself. God defeated their enemies, and brought salvation for the people. If we look at the rest of the history of Israel we see that things would have been so different if they had remembered that God did these things, and believed that He could and would do them again. Instead they repeatedly looked to idols and to other nations for help when they were in trouble.
