In earlier visions (eg 1:10; 6:1-8) we read of God seeing and inspecting what is going on in the world. Hadrach is cited in several Assyrian sources and was part of the Persian empire, as was Damascus. The word of the Lord has found its resting place. Ie the word of God will take effect in Damascus and Hadrach. Tyre and Sidon had a reputation for being wise, but this would offer them no protection against the word of God.
9:3,4
Tyre has sought to protect herself both militarily by building a rampart, and economically by storing up gold and silver. She was also a major sea trading nation. But none of this would do her any good. There is only one protection against the Lord, and that is to repent and believe. She would be stripped of all her possessions. It is righteousness that exalts a nation, and nothing else.
