God was not unaware of the sins of the people. He would be merciful towards us, remembering our sins no more. All this is achieved through Christ. When it says God remembers our sins no more it means that He no longer holds them against us, we are no longer under impending judgement.
8:13
This verse sums up the position. The old covenant is now obsolete, it was always intended to become obsolete. It is growing old and was ready to vanish. So there should be no holding on to it by the Hebrew Christians. They needed to let go and fully embrace the new covenant.
