Deuteronomy 20:8-10 - Is anyone afraid?

20:8,9

There is yet another recognition of human nature. Some of the soldiers would be faint-hearted. Such men were to be sent home. Such a person could be a liability in battle, and his fear could dishearten other soldiers as well. There is a very practical approach to battle. After all this had been done commanders over the army were to be appointed.

20:10

They are now given instructions related to diplomacy and tactics. There were two great dangers. The first is fear, which has already been addressed. They may have feared that since the opposing armies were more powerful than they, all was lost. The other danger was that, having believed God, they would go on the rampage. This second danger is now addressed. They were not to just obliterate any city, but to offer them peace. In the accounts of David we see him often doing this.
