16:20-24
The Lord speaks to Moses and Aaron is about to destroy all the people. Moses, being the true leader that he is, pleads with God not to destroy all the people. Now all the people had followed the rebels, but the rebel leaders were primarily responsible. So the leaders bore the greatest guilt, though the people were not innocent. However, Moses prays on behalf of the people. So God agrees to apply judgement just to the three rebel leaders. The congregation are warned to stay well away from the rebel leaders.
16:25-28
Moses knows what is going to happen and warns the people to stay away from the rebels lest they be caught up in the disaster that will engulf the rebels. Moses also makes it clear that what he has done has not been by his own power, but that it was the Lord who sent him and did the works. A good leader knows that it is not on account of his own merit that he can do anything, but only on account of the Lord working through him. Conversely, if a leader starts to think that it is by his own power that he is achieving things then he is in great danger and things will start to go awry.
