Isaiah 1:19-21 - If you are willing and obedient

1:19,20
So God promises to cleans the people, and this is God’s initiative, we are totally dependent upon Him for this. However, this does not mean that we have no responsibility in the matter. We need to be willing and obedient. If, instead, we are stubborn and rebel then we shall be eaten by the sword. The choice is start, the choice is simple. Turn to God and live, or continue on our own way and die.

We now get a picture of the decline of the city. It was a faithful city, full of justice and righteousness. This is a lament over what has happened to Jerusalem. It does perhaps present a problem as the city was never that faithful nor particularly righteous! Maybe this is reading too much into it. As it is a lament it is meant to convey in poetic form the decline and fall of the place. It had become a harlot and a place for murderers. This much was true! The worship of false gods is often portrayed as adultery or harlotry in the prophets, though only in two places by Isaiah. Ezekiel uses this imagery in a big way.
