3:10-12
Paul then gives a series of quotes from the Old Testament proving his point. The first comes from Psalm 14:1-3 (or Psalm 53:1-3). This quite clearly states that there is no one who is righteous. So it is futile for the Jew to claim that they are righteous on their own merits. Moreover, no one understands or seeks God. Everyone has turned away from God, and so has become worthless. Turning back to Romans 1:18-31 we see how this worked out in practice.
3:13,14
These verses come from Psalm 5:9 and 140:3. The use, or rather misuse, of the tongue is a recurrent theme in the Old Testament, with James picking up the theme in his letter. People utter curses and bitterness with their tongues, and speak lies in order to deceive people.
