“Are these not all Galileans?” Galileans were not renowned for being highly educated, so they could not possibly be multi-lingual by learning. This is why the crowds were so surprised. It also shows that they were speaking in the real languages. From time to time God does things which surprise people.
2:9-11
We then get a list of all the areas that the people came from. If you look on a Bible map you will see that the places mentioned come from east, west, north and south of Jerusalem. Parthia, Elam, Media and Mesopotamia all lie to the east; Phrygia, Pamphilia and Crete lie to the west; Pontus and Capadocia to the north; and Egypt and Arabia to the south. This is symbolic of the gospel reaching out to all parts of the world.
The people heard the works of God in their own tongues. This is symbolic of the gospel reaching out to all peoples, and being understood by peoples of all nations. The gospel is the gospel for all people, and the Spirit enables us to make the gospel known to all people.
